Budget 2022 & India Roadmap for 25 Years
The Honnorable Union Finance Minister Nirmala Sitharaman's Budget 2022 (FY2022-23) will create a blueprint for India for the next 25 years. Even as it is prepared with the goal of enhancing the economy through 'Gati & Shakti' for the country's bright future, while providing true fairness to all sectors of the economy, it sets the tone for a technology inclusive surge for the value India stands for globally as a agrarian economy.
Farming-as-a-Service under public-private partnerships (PPP), the Union Budget 2022-23 supports farm rental services, food producer organisations, and other Technology Service platforms such as IT-based support will be eligible for funding under this scheme.The promotion of Kisan Drones, will be used for crop assessment, digitisation of land records and spraying of insecticides among other innovative applications. This will also lead to an innovative agriculture education syllabi to meet the needs of modern-day farming and organic farming, value-addition to the agricultural chain, with MSMEs being introduced to enable farmers to adopt natural and modern farming techniques. This presents a new market opportunity that will open to an enhanced bond between Technology and Agriculture markets as a unison. A new sector for skilled employment.
Close to 50 Virtual laboratories and about 75 skilling e-labs will be put up for simulated learning to link the national skill qualification framework with dynamic industry needs. The DESH-Stack e-portal, a Digital Ecosystem for Skilling and Livelihood, will be launched. Through online training, this portal aspires to empower citizens to re-skill, or up-skill on latest including Data Science, Artificial Intelligence, IIoT, Drone Design and Edge Computing Technology. Digital University will be constructed using a networked "hub-spoke" paradigm, with the hub developing cutting-edge ICT skills. As a network of hub-spokes, the country's leading public universities and institutes will collaborate. All of this technology aptly supported by ISRO’s Geo Imaging series of Earth Observation Satellites (EOS) initiatives, with the objective of obtaining and providing spatial resolution spectral signature maps on geophysical variables in near real time Multi/Hyper-Spectral Imager based images of the country’s entire landmass every 30minutes at 50m for agriculture, forestry, mineralogy, disaster warning, cloud properties, snow & glaciers and oceanography, fits back in to the Kisan Drones initiative for localised tactical support.
The inclusion of Data centres, and energy storage systems, including dense charging infrastructure, and grid scale battery systems, in the harmonised list of infrastructure give the much needed feasibility for the penetration and reach that the country has been vying for. This with the advent of Edge-compute (edge-DC), riding on 5G end-point PoPs that may take on immersed cooling technologies, that are currently being tested and verified by the who’s-who of the Datacenter and Telecom industry, will add to the pradigm shift empowering the ‘remote-edge’ where farming-as-a-service initiatives take firm root.
All of these can be well monetised with Virtual Currencies which are also known as Digital currencies or Crypto currencies. From an initial ban on Crypto Currencies by RBI in 2014, to the new Digital Rupee powered by blockchain technology being issued by the Reserve Bank of India starting 2022-23, India has come of age to take on the next 25 years, a small stride for the next generation who stand strong to change and enhance the way Indian economy is perceived globally. RBI was desirous of launching its own Cryptocurrency Lakshmi (June 2018) wherein the existing framework of digital currency had to go through an an inter-disciplinary Committee. It will now be interesting to see the next move on technology enablement for this growing financial sector undertaken by India Financial Technology and Allied Services (IFTAS), as it would need the technology inclusion on the agricultural sector front to reach and enable the intended audience roots up.
All of this would require specific skillsets, and trainings as each of them is an innovative initiative to bridge the chasm, for the road up for the next 25 years.
